Popular e-hailing platform Bolt says it has started issuing affiliation letters to driver-partners following its recent registration with the National Public Transport Regulator (NPTR).

This comes after drivers had expressed concern that they were unable to obtain the necessary documents to apply for operating licences, which are required under South Africa’s updated e-hailing regulations.

The rules also require drivers to ensure their vehicles are properly licensed, branded, and equipped with safety features such as panic buttons, in line with the National Land Transport Amendment Act. The compliance period is set to end on 12 March 2026.

Simo Kalajdzic, Senior Operations Manager at Bolt South Africa, told IOL that the company had now begun providing the necessary Service Level Agreements to enable drivers to apply for operating licences through their provincial regulators.

"Yes. Following our NPTR registration, Bolt has begun issuing the required Service Level Agreements (affiliation letters) to driver-partners. These documents enable drivers to proceed with Operating Licence applications through their Provincial Regulatory Entities," Kalajdzic said.

The company said it had been unable to provide them before because it first needed to complete its registration with the NPTR.

"Bolt was unable to issue the required documentation to support these applications, as the platform itself first needed to be registered with the NPTR. This registration removes that barrier and allows driver-partners to regularise their operations in line with the updated regulations".

The company added that it remains committed to supporting driver-partners through the transition, working closely with provincial regulators to ensure the licensing process.

 "We are exploring partnerships that can provide practical support solutions for drivers, including access to safety features such as panic button services at discounted rates. Our focus is on ensuring that drivers are equipped with the information, tools and support they need to operate legally and safely on the platform".
