Burkina Faso, Niger and the Netherlands back Morocco’s Autonomy Plan

This resolution confirms, within the framework of Moroccan sovereignty, the autonomy plan proposed by the Kingdom as serious and credible.

On the sidelines of the Conference on Victims of Terrorism in Rabat, Burkina Faso and Niger strongly reaffirmed their support for the territorial integrity of Morocco, welcoming Security Council Resolution 2797, which enshrines the Moroccan autonomy plan as the most credible way to definitively settle the Sahara issue. Through the statements of their heads of diplomacy, the two Sahelian countries renewed a support described as unwavering by Nasser Bourita, thus strengthening the African front in favor of Moroccan sovereignty.

Burkina Faso reiterated, on Tuesday 2 December 2025, its firm and constant support for the territorial integrity of the Kingdom of Morocco, while welcoming the adoption by the United Nations Security Council of the historic Resolution 2797. This resolution confirms, within the framework of Moroccan sovereignty, the autonomy plan proposed by the Kingdom as a serious, credible, and lasting basis for reaching a solution to the issue of the Moroccan Sahara.

This position was expressed by the Minister of Foreign Affairs, Regional Cooperation and Burkinabe Abroad, Karamoko Jean Marie Traore, during his meeting with the Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, held on the sidelines of their participation in the Conference on Victims of Terrorism in Africa, which is taking place on 2 and 3 December in Rabat.

In this regard, Traore reaffirmed Burkina Faso's support for the autonomy initiative presented by the Kingdom of Morocco, which he underlined as the only credible and realistic solution for resolving this dispute.

The head of Burkinabe diplomacy also welcomed the opening of the Consulate General of Burkina Faso in Dakhla on 23 October 2020.

For his part, Mr. Bourita expressed his gratitude to Burkina Faso for its constant and unwavering position.

The Netherlands has also affirmed that true autonomy under Moroccan sovereignty is the most feasible solution to put a definitive end to this regional dispute.

This position was expressed in the Joint Declaration adopted by Minister of Foreign Affairs, African Cooperation and Moroccans Abroad, Nasser Bourita, and Dutch Minister of Foreign Affairs and Minister of Asylum and Migration, David Van Weel, at the end of their meeting on Friday 5thDecember 2025 in The Hague.

The Joint Statement also states that the Netherlands welcomes the adoption of UN Security Council Resolution 2797 and expresses its full support for the efforts of the Secretary-General and his Personal Envoy to facilitate and conduct negotiations based on the Moroccan Autonomy Initiative, with the aim of achieving a just, lasting and mutually acceptable solution,  as called for by the relevant Security Council resolutions.
