ANC Greater Tshwane welcomes TMPD testimony at Madlanga Commission on corruption

ANC Greater Tshwane Region says it has long raised concerns about alleged corruption within TMPD and other institutions, claiming political interference led to compromised appointments and the weakening of governance structures in Tshwane.

The ANC Greater Tshwane Region says it welcomes the interviews of witnesses from the Tshwane Metro Police Department (TMPD) who appeared before the Madlanga Commission.

The organisation said it has long raised concerns about corruption and maladministration within the department and other institutions under the DA-led administration, which it says contributed to the collapse of governance in the city.

Regional Secretary George Matjila said: “It has always been a worrying factor for the ANC on how this department and others would have been plunged into objects of malfeasance and the depth of corruption over the years under the DA led administration and those it governed with, and has led to the collapse of the entire governance system in the city.”

The ANC Greater Tshwane Region said that in February it continued to expose the failures and flagged the deep levels of corruption within the administration, alleging interference by political principals such as former MMC Grandhi of TMPD in the city.

It said this resulted in the removal of “highly trained & competent officials in the vetting unit or division, which were trained by the city and the SAPS intelligence unit - in order to have a compromised system”.

According to the organisation, this was done in order to create a compromised system, which saw the appointment of senior managers who lacked “the necessary qualifications, vetting and even clearance certificates for them to be in the employment of the local state”.

The organisation listed several individuals it said were among those appointed, including Sean Bolhuis, Revo Spies, Yolanda Faro, Commander Piet Francois Coetsee (Vetting), DC Nhlapo, and Elvis Ndlovu.

It further said the intention was to bring into the system “compromised candidates to run the corrupt political machinery of the DA and its coalition partners”, through the appointment of underqualified and external officials who were not vetted, to swell the ranks of what it described as a once financially sound metropolitan municipality.

The ANC Greater Tshwane Region said these actions represented what it described as a well-orchestrated plan to deliberately attack a once credible institution.

It said the DA-led administration was at the helm of the alleged plan, which it accused of undermining internal capacity and frustrating experienced employees.

Matjila said this was intended to “overall an effective institution into creating a powerful administrative network”, to advance underground plans to propel what it described as the DA’s agenda in the City of Tshwane.

The organisation said it believes the plan has been “decimated thoroughly” through the Madlanga Commission, adding that it has been “vindicated” in its earlier reporting of alleged large-scale corruption in the city.

He also said it was the first to raise the alarm on alleged abuse of power at TMPD, including the “SunCity Blesser” and his alleged capturing of TMPD, a political vehicle (Black BMW 3 Series) involved in a crash that was not reported for investigation, alleged use of municipal property by the so-called Sun City Chinese Blesser who is a service provider, and alleged employment of children of senior TMPD officials.

The organisation also referred to the promotion of officials who accompanied the Chief of Police to Sun City, as well as the recruitment of 200 TMPD trainees linked to senior officials, which it said was done to undermine competent candidates with no political links.
